About the Role
The Senior Business Analyst is a member of the Major Projects team and will work across the Aotearoa Public Health Operations System (APHOS) project and the Notifiable Disease Management System (NDMS) programme, two established technology-enabled initiatives supporting Health Protection. The role is responsible for leading requirements gathering and analysis, stakeholder engagement and workshops to support the prioritisation, ongoing development and delivery of technology-enabled outcomes across both areas of work.
The role ensures that people, processes and technology are aligned to meet operational and strategic needs. It provides high-quality business analysis, insights and advice to the Protection Directorate, Major Projects team and wider organisation, building a shared understanding of how technology can strengthen Health Protection services and outcomes.
The role supports the delivery of Health Protection outcomes at regional and national levels. It works across a complex technology environment with multiple business-critical applications and diverse user groups, requiring adaptability and the ability to respond to an evolving Health New Zealand system and information landscape.

About you
You'll be an experienced Senior Business Analyst who can lead requirements discovery and analysis, facilitate workshops and translate complex business needs into clear, practical technology outcomes. You'll be confident working across people, processes and systems, building trusted relationships with diverse stakeholders and providing sound analysis and advice in a changing environment. Knowledge of New Zealand's health sector, ideally public health, would be an advantage.
You will bring:
- A relevant graduate or postgraduate qualification, or equivalent practical experience, with knowledge of project management methodologies, including Agile.
- At least five years' experience in a similar role.
- Experience in the health sector or a frontline public service delivery role is desirable.
- Excellent communication, facilitation, stakeholder engagement and analytical skills.
- Strong operational capability in cross-agency environments.
- Strong project management or business analysis skills, including managing costs, resources, timelines and workflows.
- The ability to align business needs with technical strategies, policies, standards and practices.
- Sound judgement and the ability to balance good process with clear decision-making in demanding situations, including priority service outages.
- The ability to manage competing priorities and tight timeframes while remaining resilient under pressure.
