About the job
Come and make a difference with us
At Western Bay of Plenty District Council, everything we do is about making the everyday better — and helping our communities thrive, now and into the future.
Western Bay is a District undergoing significant growth and transformation. From planning for future communities to delivering the infrastructure that supports them, we’re focused on getting the fundamentals right — and preparing for what comes next.
We’re also focused on our people. At Western Bay, we believe in investing in and empowering our teams to grow, lead, and achieve their goals. Because when our people thrive, our communities do too.
If you're motivated by making the everyday better, helping people thrive, and leaving things better than you found them — we’d love to hear from you.
The opportunity
We are seeking an experienced and proactive Business Analyst to join us permanently and help shape how Council works. You'll start by helping us complete the implementation of our new Enterprise Resource Planning (ERP) system, then support its transition into business as usual (BAU), where you'll drive ongoing improvement of the system.
This is an exciting opportunity to be part of a transformative programme that will modernise how we work, streamline processes, and improve the way we deliver services to our communities. Beyond the ERP, you'll also help grow how we use data, reporting and AI to support better decisions and services.
As the Business Analyst, you’ll work closely with project leaders, system vendors, and business stakeholders to:
- Analyse current processes and identify areas for improvement.
- Gather and translate business requirements into clear technical and functional specifications.
- Support the design, configuration, and testing of the ERP solution.
- Facilitate workshops and user sessions to ensure alignment and understanding across teams.
- Contribute to training, change readiness, and system adoption activities.
- Lead ongoing optimisation, upgrades and issue resolution as the ERP moves to business as usual.
- Define reporting needs and help deliver dashboards and reports that support data-driven decisions.
- Identify opportunities to use AI to improve services, supporting safe and responsible adoption.
You’ll connect business needs with technical delivery, ensuring the ERP meets requirements and continues to deliver meaningful value to end users.
This role will suit someone who enjoys problem-solving, can think strategically, and takes pride in helping teams adapt and thrive in a digital transformation environment.
To set you up for success, you'll have
- At least 4 years' experience as a Business Analyst, working on ERP or large system implementation projects.
- A tertiary degree in information technology or similar, plus a Business Analysis qualification or equivalent experience, including process modelling.
- Strong analytical and problem-solving skills, with attention to detail and financial and data literacy.
- Excellent communication and stakeholder engagement skills.
- Ability to translate business needs into clear, actionable system requirements.
- Confidence working across teams and managing competing priorities.
- Ability to work independently and adapt in a fast-paced, changing environment.
- Ideally, experience in the public sector or a local government setting, and knowledge of Council's corporate systems and business processes.
- An interest in business intelligence, analytics and AI – experience with tools such as Power BI, working knowledge of SQL, and an understanding of the responsible use of AI would be a bonus.
What we offer
- Five weeks annual leave (pro-rata).
- A competitive employment package - including subsidised medical insurance.
- Flexible work arrangements (Hybrid).
- Access to wellbeing resources and workplace support.
- Free onsite parking.
Applicants for this position should have NZ residency or a valid NZ work permit.
