The New Zealand Financial Intelligence Unit (NZFIU) sits at the centre of New Zealand's efforts to combat money laundering, terrorism financing, proliferation financing, fraud, organised crime and other serious financial offending.

The NZFIU is undertaking a significant programme of change to strengthen its data, analytics and intelligence capability. We are seeking an experienced Business Analyst to join us on a fixed-term basis, primarily supporting the Data Insights and Operations team.

You will work with data analysts, technical specialists, intelligence practitioners, programme staff, ICT partners and other stakeholders to understand business needs and turn them into clear, practical requirements. Your work will help improve data processes, analytical workflows, automation and the implementation of future technology capabilities, including the NZFIU intelligence platform.

This is a hands-on role for someone who can bring structure to complex problems, connect operational needs with technical delivery, and support sustainable change in a sensitive and fast-moving environment.

Key Accountabilities:

  • Business Analysis and Solution Design - Identify business needs, analyse current processes, and develop future-state business, operational and data requirements that support organisational objectives.
  • Requirements and Delivery Support - Elicit, document, prioritise and manage business, functional and non-functional requirements, supporting technology, analytics and change initiatives from concept through to implementation.
  • Data, Analytics and Platform Enablement - Work with the Data Insights & Operations team and stakeholders to define requirements for analytics, reporting, data quality, automation, workflows and technology platforms.
  • Stakeholder Engagement and Change Facilitation - Build effective relationships across operational, technical and governance groups, ensuring decisions, risks, dependencies and implementation impacts are clearly understood and managed.
  • Governance, Assurance and Knowledge Transfer - Maintain robust documentation, support testing and assurance activities, and ensure solutions, decisions and knowledge are effectively captured and transferred to support sustainable long-term outcomes.

We are looking for someone who can combine disciplined business analysis with strong judgement, curiosity and an ability to work across operational and technical teams. You will ideally bring:

  • Business analysis expertise - Proven experience gathering, documenting and managing business requirements in complex operational, data, technology or change environments.
  • Process improvement and problem solving - Strong capability in analysing business processes, identifying opportunities for improvement, and designing practical future-state solutions.
  • Data and technology understanding - A sound understanding of data, analytics, reporting, automation and technology-enabled business processes, with the ability to bridge business and technical perspectives.
  • Stakeholder engagement and communication - Excellent facilitation, written communication and relationship-management skills, with the ability to translate complex concepts for a variety of audiences.
  • Delivery and change support - Experience supporting projects, procurement activities, solution implementation, testing, transition and organisational change initiatives.
  • Judgement, collaboration and adaptability - The ability to work through ambiguity, manage competing priorities, build strong working relationships, and contribute positively within a collaborative team environment.
  • Experience in government, law enforcement, intelligence, financial services, or another regulated environment would be advantageous.

Security Clearance Requirements

To be eligible for this role, you may be asked to obtain and maintain a TOP SECRET national security clearance.

The minimum criteria for this level of national security clearance is:

NZ Citizen who has resided continuously in NZ for the last 10 years, or:

  • A Permanent Resident who has resided continuously in NZ for the last 10 years, or
  • A citizen of or has resided continuously in one or more of the following countries for the last 10 years: Australia, Canada, United Kingdom, or United States of America, and has a background that can be verified by the NZSIS.

Utu ā-tau | Salary

This position is covered by a collective agreement, and salary will commence at $129,277 dependent on skills and experience relevant to the role.
