Te Whiwhinga mahi | The opportunity In this influential role, you'll lead our regulatory Practice Framework, turning strategy into practical, fit-for-purpose guidance that drives high-quality, consistent regulatory outcomes.

You'll be the trusted expert in regulatory practice, working across the organisation to identify opportunities for improvement, champion modern regulatory approaches, and provide leadership that strengthens capability, consistency and performance.

Just as importantly, you'll bring people together. By building strong relationships, supporting communities of practice, and coaching leaders and practitioners, you'll help create a connected, capable regulatory workforce that delivers better outcomes for New Zealanders.

This is a key leadership role where you'll:

  • Lead and enhance NZTA's regulatory practice framework to support consistent, high-quality regulatory delivery.
  • Provide expert guidance, frameworks and tools that enable best-practice regulatory decision-making
  • Identify risks, trends and opportunities, delivering practical solutions to improve regulatory performance.
  • Grow a highly capable regulatory workforce through leadership, coaching and quality systems that increase capability and excellence

Our ideal candidate will have some or all of the following:

  • Demonstrated expertise in regulatory practice, with significant operational experience in a regulatory environment
  • Experience designing and applying regulatory practice frameworks, processes and guidance
  • Strong documentation, process design and analytical skills, with high attention to detail
  • Advanced strategic and analytical thinking skills
  • Well-developed critical thinking, research, and ability to interpret and apply legislation
  • Strong stakeholder engagement skills, with experience navigating complex environments
  • Ability to plan, prioritise, lead and deliver work effectively.
  • You will also demonstrate knowledge of, or a willingness to build understanding of Te Ao Māori, tikanga, and theprinciples of Te Tiriti o Waitangi in the public sector.

Te Rōpū Waeture - Regulatory plays a critical role as the lead regulator for land transport - taking a system wide, risk-based approach to improving safety outcomes and reducing harm. The role leads the design, development and continuous improvement of the NZTA Practice Framework and associated regulatory best practice, ensuring it is risk informed, fit for purpose and aligned with organisational priorities and modern regulatory principles. The position provides expert support to sub system practioners to deliver consistently in line with the Practice Framework, and plays a critical role in identifying risks and opportunities to practice across the system, designing and delivering solutions, and supporting others to apply aligned practice. The role also plays a critical role in embedding practice through effective engagement with managers, the development of an NZTA practice community and coaching and quality network, and by strengthening capability and alignment across the regulatory workforce. Through this, it supports a more connected, capable and consistently performing regulatory system. Ngā haepapa - Your accountabilities

  • Lead the design, implementation and ongoing refinement of NZTA Waka Kotahi's regulatory practice framework, ensuring it is fit'for'purpose, user'centred and supports consistent, high'quality regulatory practice.
  • Provide expert advice and leadership on regulatory practice, bringing a comprehensive understanding of regulatory practice and acting as a recognised subject matter expert to support practioners to deliver consistently in line with the Practice Framework.
  • Ensure that regulatory practice expectations translate into clear practice frameworks, standards, guidance and tools that can be consistently applied across regulatory functions and sub'systems.
  • Identify system risks, trends and opportunities in regulatory practice, and design and deliver practical, evidence-informed solutions that strengthen consistency, alignment and performance.
  • Provide expert advice and support to the business, working in partnership with sub-system practitoners and other functions to enable consistent delivery in accordance with the Practice Framework.
  • Lead the development and sustainment of an NZTA practice community and coaching and quality network, lifting capability and promoting aligned practice delivery across the regulatory workforce.
  • Support the implementation of regulatory technology and data solutions by defining and embedding quality requirements related to compliance, oversight and reporting.
  • Ensure framework design and application reflect Te Ao Māori perspectives, tikanga and Te Tiriti o Waitangi obligations, working in partnership with relevant internal stakeholders.
  • Build strong relationships across the regulatory system and with external counterparts to support alignment with good regulatory practice, sector expectations and emerging standards.
  • Contribute expert input to broader regulatory practice and system improvement initiatives, including capability uplift, performance improvement and aligned practice programmes.
