This is a fantastic opportunity to make a meaningful impact across Hutt City Council, by leading financial transaction services, developing capable teams and providing advice that supports sound financial decisions.

About the role

You’ll provide strategic and operational leadership across Council’s financial transaction services. Reporting to the Group Chief Financial Officer, you’ll lead through team leaders and specialist staff to deliver reliable services and respond to changing organisational needs.

In this role you will:

  • Set the direction and priorities for Financial Transaction Services, aligned with Council’s financial strategy and service needs
  • Oversee policy development and review, drawing on input from relevant teams and specialists to provide clear advice on options and their financial, operational and customer impacts.
  • Hold overall responsibility for rates modelling and analysis, working with relevant teams and specialists to support rating decisions and Council’s planning processes.
  • Coach and develop team leaders, build capability and support collaboration across the function
  • Maintain effective financial controls, compliance and service performance
  • Ensure improvements to systems and processes, including interim water billing services delivered on behalf of Tiaki Wai.

About you

You’re an experienced leader who combines sound financial judgement with a practical approach to service delivery. You’re comfortable setting direction, working through complex issues and helping teams turn plans into action. You’ll bring experience leading financial or transactional services, including through team leaders or other people leaders. You’ll have a strong understanding of financial controls, revenue and billing operations, and legislative requirements, alongside experience developing policy and leading service or system improvements. You’ll also bring experience developing or overseeing financial models and explaining options and impacts clearly. Knowledge of local government rating practise is essential.

You’re approachable, clear in your expectations and confident building relationships across teams. You’ll support people to develop their skills and work together to meet changing service needs.
